The City of Chiloquin is working to update its Community Development Code to support new and innovative housing solutions that meet the needs of our growing community. These proposed changes are designed to remove regulatory barriers, encourage diverse and affordable housing options, and align with state policies on prefabricated, modular, and manufactured housing. By modernizing our local development code, we can create more housing opportunities that are efficient, cost-effective, and sustainable. These updates will allow for new housing types, such as cottage clusters and accessory dwelling units (ADUs) while ensuring our community remains vibrant and well-planned. 

Key proposed changes include:
  • Updated Definitions: Revising existing housing definitions to include prefabricated and modular housing and creating new definitions to support modern housing types.
  • Expanded Housing Options: Allowing prefabricated, modular, and manufactured housing in residential zones, along with adding provisions for cottage cluster developments and accessory dwelling units (ADUs).
  • New Housing Types: Introducing regulations for cottage clusters (tiny homes around a shared courtyard) and ADUs to provide more affordable and diverse housing options.
  • Streamlined Approvals: Simplifying the approval process for prefabricated and manufactured housing to encourage faster development.
  • Parking Requirements: Adding clear parking standards for new housing types while reducing requirements for ADUs.
  • Renaming and Updating Mobile Home Parks: Changing "Mobile Home Parks" to "Manufactured Dwelling Parks" and updating related regulations for flexibility and compliance with state laws.

Your Input Matters! The City Council is holding a Public Adoption Meeting on Thursday, February 20, at 4:30 PM at the Chiloquin Community Center to discuss these changes. This meeting is an opportunity to learn more, ask questions, and provide feedback. This meeting will also be available online:

Mass Timber Code-UP Community Assistance Project

Chiloquin's Community Development Code Update Project was funded through a DLCD Technical Assistance Grant, supported by the Build Back Better Regional Challenge. The U.S. Economic Development Administration awarded $41.4 million to the Oregon Mass Timber Coalition (OMTC) to advance and expand Oregon’s growing Mass Timber industry. A key focus of this initiative is promoting the use of mass timber products in prefabricated and modular home construction to support innovative and sustainable housing solutions.
