If you or someone you know falls into the category of being senior or disabled and having low-income, and you require assistance in clearing the snow berm at the end of your driveway following street plowing, you might be eligible for this volunteer program. Please continue reading for more details. The applications can be found at the bottom of this page. If you're unable to print them, don't hesitate to get in touch with us, and we can mail one to you, or you can drop by City Hall to pick one up.

Snow Angels are strictly volunteer.  The City will try to match you with a volunteer who will assist you during the snow season, but the City cannot guarantee that your Snow Angel will be available on demand.  Assistance is on a first come, first served basis.  There is no guarantee that you will be matched.

Senior/Disabled Residential Snow Removal Policy

 

Who Is Eligible:

Senior AND Low-Income

TO QUALIFY YOU MUST BE:  Over the age of 60 and meet the income guidelines.

  • If there are any other occupants in your house, they must also be over the age of 60 to qualify, OR, if aged 18 to 59, be unable to shovel snow due to a temporary or permanent disability.  Each occupant aged 18 to 59 must provide a statement, from a medical professional, verifying that the disability prevents them from shoveling snow. 
  • If any occupants aged 18 to 59 are not disabled, the senior low-income resident is not eligible for the program.

Disabled AND Low-Income

TO QUALIFY YOU MUST BE:  Disabled and meet the income guidelines.

  • For residents who are unable to shovel snow due to a temporary or permanent disability, regardless of age.  The applying resident must provide a statement, from a medical professional, verifying that the disability prevents you from shoveling snow.
  • If more than one person resides in the house, a doctor’s note will be required for each individual aged 18 or older stating that they are disabled and cannot shovel snow.  If they are not disabled, the disabled resident is not eligible for the program.

Income Guidelines

If your annual gross income is below the maximum income level allowed, and you meet all other requirements, you may be eligible for the Snow Angel Program.

  • 1-person household - $25,150
  • 2-person household - $28,750

 

To Apply for the Snow Angel Program

CITY OF CHILOQUIN SNOW REMOVAL POLICY

The purpose of this policy is to clarify and describe the City’s snow removal procedures and the level of services intended to be provided by our public works department.  Bare and dry pavement should not be expected.

It is the goal of this plan to establish general policies and procedures that help make travel as safe as possible and to minimize economic hardships during those events.

The City does not have a bare pavement policy.  Snow and ice control operations are intended to provide the prudent motorist with a reasonably safe traveling surface.  During heavy snowfall or severe icing conditions, motorists may need to install chains or other traction devices. 

It is the responsibility of the City crews to keep the streets open to traffic and emergency vehicles such as ambulance and fire vehicles.

Due to the large number of driveways in the city, plow operators cannot avoid filling driveway entrances, or piling snow in front of paper boxes or on sidewalks during plowing operations.  Our primary duty is to clear and maintain miles of roadway.

This policy does not, nor is it intended, to encompass all details of the City of Chiloquin’s snow removal and control operations.  Should you have any questions or concerns, please contact city hall at 541-783-2717.

Driveway clearing will only be performed after all city streets and public facilities are cleared, and if the resident meets the criteria associated with our Snow Angel Snow Removal Policy.

 

RESIDENTS’ RESPONSIBILITIES

Chiloquin City code prohibits property owners from pushing snow from their property onto City streets.  This can cause safety problems and could create a liability issue for the property owner. 

City ordinance prohibits blocking/parking on the city right-of-way.  The city will not be responsible for damages resulting from items left in the roadway and/or the city right-of-way.  This includes but is not limited to: bikes, parked vehicles, basketball hoops, trash cans, campers, RV’s, boats, trailers, four-wheelers, snow mobiles, etc.  These items MUST BE REMOVED from the city right-of-way prior to our public works department snow plowing.

The resident will be responsible for any damage done to city property if caused by placing anything in the city right-of-way.
